This would have huge implications for the region and beyond. Iraq has to a large extent staggered from crisis to crisis, so what went wrong? For some, Iraq's problems begin at the creation, with the founding of the modern Iraqi state itself. For that you would need a real desire for progress on the ground and a strong and sustained effort by outside players. The conditions for this just do not appear to be there.
